As a group of buildings the area around the cathedral and cultural complex has been utterly ruined from one side by this massive concrete bunker-like structure which, I think, has to do with yet more carparking for the government ministries. Oscar Niemeyer is supposed to have to approve any development in this area personally – I am quite surprised he approved this one.
