The headline may not come as any surprise but a damning report has been released on a key strand of the British government’s counterterrrorism strategy, Preventing Violent Extremism (or just ‘Prevent’). £140m (around $200m US) has been allocated to this program but much of it seems to have been devoted not to combatting nascent Islamic extremism (which is the stated aim) but MI5 simply collecting masses of information on entirely innocent British Muslims – information that will be kept until they are 100 years old! Part of this is because of the tenuous nature of the strategy in the first place: how would one define or identify those who are not terrorists but might become so? Will it be, as in cases reported by The Guardian, the student who attends a lecture on the conditions in Gaza or Muslim men with mental health problems? And much of this depends on teachers and lecturers reporting students. Therefore the program would seem inevitably to encourage suspicion and distrust, as Arun Kundnani writes and as the general tone of left and civil liberties critique has reinforced. But opposition has come from all sides: Pauline Neville-Jones, the Conservative shadow security minister, but also former chair of the Joint Intelligence Committee and political director of the Foreign Office, has also condemned the whole approach of New Labour, which she argues is rooted in the identification of discrete ‘communities’ who share similar characteristics. This can of course be the basis of a form of multiculturalism, but at times of increased security and suspicion it seems all to easy for it to morph into what is effectively racial profiling…

More military robots…
A story in the Daily Mail shows two new military robot surveillance devices developed for the UK Ministry of Defence’s Defence and Equipment Support (DES) group. The first is a throwable rolling robot equipped with multiple sensors, which can be chucked like a hand-grenade and then operated by remote-control. The second is another Micro-(Unmanned) Aerial Vehicle (Micro-UAV or MAV), a tiny helicopter which carries a surveillance camera. There have been rolling surveillance robots around for a while now (like the Rotundus GroundBot from Sweden), but this toughened version seems to be unique. The helicopter MAV doesn’t seem to be particularly new, indeed it looks at least from the pictures, pretty similar to the one controversially bought by Staffordshire police in Britain – which is made by MicroDrones of Germany.
The proliferation of such devices in both military and civil use is pretty much unchecked and unnoticed by legislators at present. Media coverage seems to be limited to ‘hey, cool!’ and yes, they are pretty cool as pieces of technology, but being used in useful humanitarian contexts (for example, rolling robots getting pictures of a partially-collapsed building or MAVs flying over a disaster zone) is a whole lot different from warfare, which is a whole lot different again from civilian law enforcement, commercial espionage or simple voyeuristic purposes. As surveillance gets increasingly small, mobile and independent, we have a whole new set of problems for privacy, and despite the fact that we warned regulators about these problems back in 2006 in our Report on the Surveillance Society, little government thought seems to have been devoted to these and other new technologies of surveillance.
The use of robots in war is of course something else I have become very interested in, especially as these flying and rolling sensor-platforms are increasingly independent in their operation and, like the US Predator drones employed in Afghanistan and Pakistan or the MAARS battlefield robot made by Qinetiq / Foster-Miller, become weapons platforms too. This is an urgent but still largely unnoticed international human rights and arms control issue, and one which the new International Committee for Robotic Arms Control (in which I am now getting involved), will hopefully play a leading role in addressing.
Manchester Airport trials virtual strip-search system

You would think after 4 years of trials at Heathrow, that British airports would now be able to work out whether or not they could and more importantly, should, use the various varieties of body scanners that are now available. However Manchester Airport is holding another trial starting from now at its Terminal 2. At least it will give a chance for the public to say what they think. The scans are remote – i.e.: the officer observing the images is not on the airport floor, which prevents the kind of scenario we mentioned in our Report on the Surveillance Society of lewd remarks directed at passengers. Personally, I am rather less concerned about this rather abstract view of my body being seen briefly as I pass through an airport than I am about my financial details and personal life being traded between private companies, or about being under constant video surveillance in ordinary public space in the city. However, the images, although ghostly, are detailed enough that genitals, deformities, medical implants and so on can be seen, and if this story is to be believed it would seem that there is no provision for women’s images to be seen by a women alone and men’s only by a man. This will make it entirely unacceptable to some people, in particular members of certain religious groups. But the scans are – at least, for now – voluntary, in that passengers can refuse and have a traditional pat-down search instead.
However, this technology won’t be staying in the airports for long. I reported back in July on stories that terahertz wave scanning could soon be made to fit into portable cameras. That raises a whole different set of social, political and ethical questions…

Project Indect and the NeoConOpticon
Following the release of the NeoConOpticon report, Ben Hayes of Statewatch has set up an interesting blog monitoring EU security policy, called (ahem…) Notes on the European Security Research Program. One the first post (and a follow-up) concerned one particular EU 7th Framework Program-funded project called Indect, which seems to think that it is a great idea to have an Enemy of the State-style comprehensive surveillance system across Europe. It appears to be filmed in Poland – you think the Poles at least would have learned from almost half a century of totalitarian rule…
There are of course, hundreds of these security projects being funded by the EU that Ben’s report detailed (with a tiny, tiny number of alternative or critical ones, and of course some token nods to simple ethical concerns like privacy within some of the projects). One that finished in 2007 was the SAFEE project that proposed (amongst other things) to put cameras in the back of every aircraft seat so that passengers’ facial expressions could be monitored automatically for signs off threat… it’s unclear how many of these ever get beyond the research stage – and I hope most don’t – but if they do, the future of the EU is one of a tightly controlled society of people constantly monitored even at the most personal level in case they step out of line. The great thing about the NeoConOpticon report is that it puts all of these things together rather than treating them in isolation. I wonder if the individual researchers involved would think differently if they actually considered their work in this context and in the context of the political architecture of security that is being built in the EU.
Anyway, here’s the PR video for Indect, for those who are interested in such things. It’s typical of the genre: a dumbed-down, hyped-up, over-macho, TV-detective series pastiche with a ridiculous voice-over and music. No doubt it goes down a storm at sales events.

UN 1267 and kafkaesque justice
I have just come back from a talk by Abousfian Abdelrazik, a Canadian citizen of Sudanese origin who has just in June returned to Canada after six years in Sudan. He wasn’t there by choice but because he was arrested by the Sudanese intelligence services (NISS) – who have been frequently condemned by Amnesty International and the United Nations High Commissioner for Human Rights – imprisoned and tortured and then prevented from returning by the Canadian government, until a Federal Court Judge, Russel Zinn, ruled in his favour. He has never been charged with any offence let alone convicted, and it has been made clear on a number of occasions that there is no evidence against him. Furthermore he alleges (and Judge Zinn agreed) that the Canadian Secret Intelligence Service (CSIS) was involved almost every step of the way, including harassing him and his family, and participating in his interrogation in the Sudan – CSIS is, of course, as unacountable as most of the intelligence agencies of supposedly democratic western states. Now he’s back, but he is effectively a persona non grata, as since 2006, at the request of the US government, he has been on The Consolidated List established and maintained by the 1267 Committee with respect to Al-Qaida, Usama bin Laden, and the Taliban and other individuals, groups, undertakings and entities associated with them (the ‘UN 1267 List’). This list, established by UN Resolution 1267, and administered by the permanent members of the Security Council (not the General Assembly or other more accountable UN organisations), goes much further than the US ‘No-Fly List’. It is supposedly a list of the most dangerous Al-Qaeda and Taliban members and affiliates and no signatory state is allowed to provide those listed with any financial or material assistance, including services, employment, healthcare and so on. You would think that this extraordinary (and so far as we know, indefinite) punishment would require equally extraordinary proof, but the situation is the opposite: there is no public evidence or accountability offered. It is theoretically possible to get off the list, but appeal is only to the UN 1267 List committee itself, seems to work on the principle of ‘prove that you are not a terrorist’ – an all but impossible task for anyone – and no reason for refusal is published or given to the appellant.
But the list itself is entirely public. On the website, you can find Abdelrazik, listed under ‘Individuals associated with Al-Qaeda’ – and let’s make it clear, no evidence has been offered to suggest that he is in any way associated with that terrorist organisation or its affiliates. The entries are telling in that they are basically a series of ‘known aliases’ of various degrees of apparent strength of evidence (which of course is not provided). Each group of aliases could really be anyone or any number of people for two main reasons. Firstly, there is the acknowledged lack of expertise of western intelligence agencies in Arabic and Muslim countries – just as a random example, see this article from earlier this year which makes clear that the CIA is still massively deficient in all foreign language skills. The second is the fact that any information they do have was in many cases either paid for or obtained by forced confessions through intimidation and torture, which as everyone knows, provides nothing of value and is counterproductive in a wider political sense (in addition to being wrong, of course). And to add another layer of bleak irony, some of this unreliable information is obtained from the very organisations (like NISS) condemned by the UN for their appalling human rights records! Yet a web of certainty and indefinite punitive restriction is being spun around these dubious data.
Judge Zinn in his judgement, compared the situation to that of The Trial by Franz Kafka, and it’s hard to imagine a more apt word for it than kafkaesque. He not only decried the Canadian government’s attitude to this individual case as flawed (as have been the actions of almost all the major western nations in this area), but he argued that the UN 1267 list as a whole was “a denial of basic legal remedies and untenable under the principles of international human rights” and – I would add – morally indefensible.
Rio gets the Olympics – and now the poor will suffer
Most people will probably have heard the announcement that Rio de Janeiro has been awarded the 2016 Olympic Games. While I am pleased that Brazil has beaten the USA in particular in this race in the sense that it shows a slight shift in global power balances towards the global south, I am very concerned as to how the current right-wing administration of both the city and region of Rio will deal with the ‘security’ issues around this mega-event. The Pan-American Games, which Rio hosted in 2007 led to the violent occupation by military police of several particularly troubled favelas (informal settlements), and the new administration has already shown its authoritarian tendencies with the Giuliani- wannabe ‘choque de ordem’ (shock of order) policies that involve building demolition, crackdowns on illegal street vendors (i.e. the poor) and more recently, the building of walls around certain favelas, and most recently the unwelcome imposition of CCTV cameras on favelas that were just starting to enjoy improvements in trust between police and community. The favelas that line the main highways into the city from the international airport were already slated for such ghettoization, and the Olympics will only make this more likely to happen and more quickly – just as has happened in South Africa, similarly afflicted by race and class-based social conflict, during the various international meetings and summits there in recent years. Foreign delegates and tourists don’t like to see all that nasty poverty, do they?

Racial profiling hits a new low
Just when you think that state surveillance in supposedly free countries could not sink any lower, it has been revealed that UK Border Agency is finding a pilot project into using DNA and isotope analysis to determine the origin of asylum-seekers. This is not a joke or a scare-story. It is a real project. Science Insider has the details here. The Agency is refusing to say who is doing this research for them, nor has it provided any references to studies that show that what they are proposing will work. It appears that most scientists working in the area think it is based on entirely faulty premises and there is no reason to believe it will work. That’s only a minor objection compared to the political and ethical ones of course. As the story in Science Insider points out the Border Agency seem to be making a fundamental (and totally racist) error in assuming that ethnicity and nationality are synonymous. And this research would probably not got past any university ethics committee, which makes one wonder what kind of screening or ethical procedures the Border Agency used, and indeed who would carry out such an obviously unsound piece of research. It’s another example of increasingly unaccountable arms-length agencies (which have proliferated in recent years) using the ‘technical’ as an excuse to bypass what should be a matter of high-level policy, and indeed something that so obviously harks back to the bad days of Europe’s racist and genocidal past that it beggars belief that any sane official would have let this get further than a suggestion in a meeting.

India plans ‘world class’ electronic surveillance for Commonwealth Games
The Times of India reports on the Indian government’s plans to implement comprehensive surveillance for the 2010 Commonwealth Games. One aim seems to be to create the kind of ‘island security’ with which we have become so familiar at these kinds of mega-events: vehicle check-points with automatic license-plate recording and recognition; x-ray machines and other scanners for vehicles (and perhaps people too). They will also massively expand CCTV systems and not just in the actual Games area, but throughout the city of Delhi.There are also, as usual plans to use more experimental surveillance and control techniques (as with the use of sub-lethal sonic weapons in Pittsburgh the other day), in this case a drone surveillance airship,” capable of taking and transmitting high-density visual images of the entire city.”
However, this is not just about the temporary security of the games. As with many other such mega-events, the Indian government appears to be planning to use the Delhi games as a kind of Trojan Horse for the rolling out of similar and more permanent measures in big cities across the country. The Times article claims that the Ministry of Home Affairs intends to expand the measures and “soon the same model is planned to be replicated across the country,” and in particular on use of airships, “similar airships would be launched in other big and vulnerable cities like Mumbai, Bangalore, Kolkata and Chennai.” And there will be an infrastructure too, apparently “the IB [Intelligence Bureau] is silently working to create a command center to monitor all-India intelligence and surveillance.”
Of course the threat of ‘terror groups’ is the justification, and there’s no doubt there is a threat to Indian cities from such groups, particularly those based in Pakistan. However, the Indian public shouldn’t assume that anything done in the name of ‘anti-terrorism’ will: 1. actually work (in the sense of preventing terrorism); or 2. be used for those purposes anyway. This same trend happened in the UK during the early 1990s, when the threat of the Provisional IRA was the justification, and before most people in Britain had even noticed, a massive (and it seems ever-expanding) patchwork of CCTV camera systems had been created, which were joined by further repressive measures even before 9/11. And did this massive number of cameras stop London being attacked by terrorists? No, it didn’t. 7/7 still happened. But of course we had lots of good pictures after the event for the media… and they are very expensive and don’t even do much to stop regular crime, as a recent meta-study has shown. What would be more effective would be peace and co-operation with Pakistan, a move away from both chauvinistic Hindu and Muslim nationalisms and extremisms which only generate resentment and hatred, and old-fashioned targeted intelligence work on those very few people who are actually planning terrorism – not mass surveillance and the gradual erosion of civil liberties of the entire population based on state fears that some of them might be guilty.
Finally, this is about globalization. The whole way this is promoted by the Indian government is as if there is some international competition to install as much CCTV and security as possible. But the global spread of the surveillance standards and expectations of the rich western elite is a self-fulfilling logic that benefits only the massive global security-industrial complex.
Pittsburgh police use sub-lethal weapons against protestors

Mega-events are often the time for some surveillance / control / security innovation and experimentation by states. In what seems to be a rather unwelcome first, the Pittsburgh police have used a military sonic canon to clear protestors off the streets at the G20 summit. These devices are among many so-called ‘sub-lethal weapons’ (see the article by Steve Wright here) that have been gradually migrating from military to civilian use for a number of years – see for example the ongoing debate over the use in the UK of the ultrasonic ‘Mosquito’ device, which is supposed to target young people; its makers rather cynically advertise it as ‘so effective that they tried to ban it’.
The particular weapon used by the Pittsburgh police is the Long Range Accoustic Device (LRAD) made by the American Technology Corporation, which generates a piercing noise that is not only extremely unpleasant, it can damage eardrums and cause heart problems. It was rather eeriely appropriate to see them being used (as you can on The Guardian‘s website) on the same day that TNI / Statewatch released their report on the security-industrial complex and a reminder that this is a global phenomenon.
Europe’s new security-industrial complex
There is a superb and chilling new report out today that utterly demolishes the European Union’s claims to be in any way an ethical or progressive leader on issues of security and surveillance. The report written by Ben Hayes for the Transantional Institute and Statewatch, documents in some detail the new vision for security in the EU, which the authors describe as a ‘neo-con-opticon.’ The report confirms a lot of things that have been concerning me about the direction and emphasis of EU security research and the increasingly unnacountable and behind closed-doors ways in which security policy is being developed. I asked back in January in an editorial in Surveillance & Society whether surveillance was becoming the new ‘baroque arsenal’, Mary Kaldor’s famous phrase to describe the huge, intricate and complex technocentric security structures of the second Cold War. This report answers that question with a resounding ‘yes’.
The press release quotes from the introduction:
“Despite the often benign intent behind collaborative European research into integrated land, air, maritime, space and cyber-surveillance systems, the EU’s security and R&D policy is coalescing around a high-tech blueprint for a new kind of security. It envisages a future world of red zones and green zones; external borders controlled by military force and internally by a sprawling network of physical and virtual security checkpoints; public spaces, micro-states and mega events policed by high-tech surveillance systems and rapid reaction forces; peacekeeping and crisis management missions that make no operational distinction between the suburbs of Basra or the Banlieue; and the increasing integration of defence and national security functions at home and abroad.
It is not just a case of sleepwalking into or waking up to a surveillance society, as the UK’s Information Commissioner famously warned, it feels more like turning a blind eye to the start of a new kind of arms race, one in which all the weapons are pointing inwards. Welcome to the NeoConOpticon.”
